1, EU directive 2005/84/EC
lists six phthalate esters: di-2-ethylhexyl phthalate DEHP, phthalate Dibutyl formate DBP, butyl benzyl phthalate BBP, diisononyl phthalate DINP, diisodecyl phthalate DIDP, dioctyl phthalate DnOP are restricted:
The concentration of three types of phthalates (DEHP, DBP and BBP) contained in the plastic of toys or child care products must not exceed 0.1%, otherwise they shall not be sold in the EU market; the concentration of three types of phthalates (DINP, DIDP and DnOP) contained in the plastics of
toys and child care products that children can put in their mouths shall not exceed 0.1%, otherwise they shall not be sold in the EU market; each individually shall not exceed 0.1%.
2, REACH regulations
On October 28, 2008, the European Chemicals Agency (ECHA) officially announced the list of substances of very high concern (SVHC), including di-2-ethylhexyl phthalate (DEHP) and dibutyl phthalate (DBP), in accordance with the REACH law. Regulations require suppliers of items with an SVHC content exceeding 0.1% to provide customers and consumers with safe use information. From December 1, 2011, manufacturers and importers of such products are responsible for reporting to the European Chemicals Agency (ECHA).
3, US phthalate restriction standard
On February 6, 2009, the U.S. Consumer Product Safety Commission CPSC issued a guidance document requiring that starting from February 10, 2009, the content of six types of phthalates (DEHP, DBP, BBP, DINP, DIDP, DnOP) in children's toys or child care products shall not exceed 0.1%. Products with excessive content must not be imported, distributed, or sold regardless of when they are manufactured. The "Consumer Product Safety Improvement Act of 2008 H.R. 4040" (CPSIA) promulgated in 2008 also stipulates that the export of children's products with excessive phthalate content is prohibited.
