CPSIA is the Security Improvement Act signed by US President Bush on August 14, 2008. This act is the most stringent consumer protection act since the establishment of the Consumer Product Safety Commission (CPSC) in 1972. In addition to stricter requirements for lead content in children's products, the new bill also imposes new regulations on the content of harmful phthalates in toys and child care products. Additionally, the bill would require the creation of a public database on consumer product safety.

1. Limit the lead (total lead) content in children's products
The lead content limit of various materials contained in all children's products:
600ppm: The amendment will take effect 180 days after the promulgation;
300ppm : The amendment will take effect one year after it is promulgated;
100ppm (if CPSC confirms that it is technically feasible): The amendment will take effect three years after it is promulgated
2. Lead content in paints and coatings
The lead content limit in paints and coatings for children's products will be changed from the current 600ppm reduced to 90ppm
3. Prohibit the sale of certain products containing phthalates

CPSIAREQUIREMENTS FOR CERTIFICATION

In accordance with the requirements of CPSIA, all products within the scope of CPSC regulations will be required to be certified before entering the U.S. market. This certification includes ordinary certification: the manufacturer's self-declaration of conformity, and third-party mandatory certification for lead paint testing. The mandatory certification requires that lead paint testing must be conducted in a laboratory certified by the CPSC (U.S. Consumer Product Commission), and the manufacturer issues a certificate based on the test results of the third-party laboratory. CPSC’s requirements for third-party testing will gradually increase to full-size cribs, non-full-size cribs, small items, etc. Zhongke Testing is qualified to conduct CPSIA testing, and the testing report is recognized by the United States.
