According to the EU REACH regulations, companies need to submit registration to the European Chemicals Agency (ECHA) for chemical substances (substances themselves, substances in mixtures or substances intentionally released in articles) whose annual production or import volume in the EU exceeds 1 ton in the EU. Otherwise, the company will not be allowed to continue to manufacture, import or sell the chemical within the EU. In addition, the regulations for some registered substances also stipulate the need to continue to perform evaluation, notification/authorization, and restriction obligations.
1. Registration: All chemical substances with an annual production or import volume of more than 1 ton need to be registered. Substances with an annual production or import volume of more than 10 tons should also submit a chemical safety report.
2. Evaluation: including archival evaluation and material evaluation. File evaluation is to verify the completeness and consistency of the registration dossier submitted by the company; substance evaluation is to confirm the risk of chemical substances harming human health and the environment.
3. Authorization: Authorize the production and import of chemical substances that have certain hazardous characteristics and attract great attention, including CMR, PBT, vPvB, etc. [Annex XIV of the REACH regulations is a list of substances that require authorization. Enterprises need to apply for authorization for substances listed in Annex XIV of the REACH regulations before they can use them. Substances requiring authorization are evaluated and screened from the authorization candidate list. The candidate list of the substances requiring authorization is called the Substances of Very High Concern (SVHC) list. This list is not listed in the annex to the REACH regulations. There are currently 209 substances in the SVHC list. 】
4. Restriction: If it is considered that the manufacture, placing on the market or use of a certain substance, preparation or article results in risks to human health and the environment that cannot be adequately controlled, its production or import in the EU will be restricted. REACH certification, chemicals are divided into three categories: substances, mixtures, and articles.
substance : refers to chemical elements and their compounds in their natural state (existing) or obtained through the production process, including additives necessary to maintain their stability and impurities generated during processing, but excluding separable solvents that will not affect the stability of the substance or change its composition.
mixture : refers to a mixture or solution composed of two or more substances. This mixture is artificially mixed by the manufacturer according to a certain proportion, such as color masterbatch, additive masterbatch, etc.
items: refers to objects that obtain a specific shape, appearance or design during the manufacturing process. The chemical composition of these shapes, appearances and designs determines their functionality.
