Policy background

Hong Kong Convention
The "Hong Kong International Convention on the Safe and Environmentally Sound Recycling of Ships, 2009", referred to as the "Hong Kong Convention", is legally enforceable and requires attention to three general directions: First, focus on ensuring the safety and environmental protection of ship recycling activities throughout the entire operating cycle of the ship. By stipulating that new ships be equipped with an "Inventory of Hazardous Materials", and that ships to be scrapped develop an "International Ship Recycling Certificate", etc. Safety review is put in the forefront to ensure that pollution prevention is controllable; the Convention also requires ship recycling plants in each contracting country to meet the requirements stipulated in this Convention and ensure their compliance. Authorized ship recycling plants must strictly implement ship recycling operations in accordance with the "Ship Recycling Plan" formulated for each ship; the Convention also stipulates the relevant responsibilities of the competent authorities of the contracting states, including the inspection, issuance and investigation of the above-mentioned certificates.
EU regulations
On December 30, 2013, the European Union officially passed the "New EU Ship Recycling Act" (hereinafter referred to as the "New Act"). Based on the requirements of the Hong Kong Convention, the new EU Ship Recycling Act, with stricter and more specific regulations, puts forward higher requirements for ships from EU member states and ships entering European ports. In terms of the scope of IHM (Inventory of Hazardous Materials), the new bill adds perfluorooctane sulfonate and its derivatives and the brominated flame retardant dodecane, and puts forward more specific requirements for each hazardous substance.
