A cement factory of the applicant signed a "Bag Dust Collector Purchase Contract" with an environmental protection company of the respondent, purchasing 3 LMC-6000 equipment for dust removal at the end of the kiln. After 6 months of operation, the dust collector emission concentration continued to exceed the standard (actually measured 35mg/m³, contract requirement ≤15mg/m³), and was punished by the environmental protection department. The cement plant claimed that the filter bag was defective, and the environmental protection company argued that it was caused by the operator's failure to replace the damaged filter bag in time.

Identification analysis results:
