Wind engine qualityAuthentication case

The applicant, a wind power company, signed a "Wind Engine Procurement Contract" with an equipment manufacturer, the respondent, agreeing to purchase 15 3MW direct-drive engines. After being put into operation, many engines developed blade cracks and insufficient power generation (actually measured 85% of the rated value). The wind power company believed that the equipment had quality defects and demanded compensation for losses. The manufacturer argued that the problem was caused by insufficient wind speed, and the parties went to court.

Identification analysis results:

The quality analysis expert group discussed and comprehensively analyzed the relevant information of the "wind engine", contract technical agreement, on-site investigation case materials and other data, and made the following quality analysis opinions:

The carbon fiber content of the blades of the wind engine involved is only 35% (the contract requires 40%), and the tensile strength is only 1800MPa (standard ≥2000MPa); the generator stator winding insulation material is grade F (contract requires grade H), which has insufficient temperature resistance. The unfusion depth of the blade main beam and flange weld reached 3 mm (standard ≤ 1 mm), and the flaw detection pass rate was only 85%; the coating thickness was only 100 μm (standard ≥ 150 μm), and red rust appeared after 1,000 hours of salt spray testing.

The manufacturer failed to provide the specified carbon fiber content blades and H-class insulation materials according to the contract, and the process control was not up to standard, resulting in equipment problems.
