quality product dispute situation:
According to the information provided by the client, the demander and supplier signed the "Non-standard Equipment Customization Contract" and ordered a set of "φ1350mm rotary preheating, calcining and cooling kiln" for calcining magnesite. The demander of
conducted the first test run of the kiln under the guidance of the supplier. During the 12-hour test run, it was discovered that the equipment had many quality problems, such as insufficient heating, excessive heat loss, cable heating and fire, lifting plate falling off, insufficient magnesite processing capacity, etc. Subsequently, the supplier appointed technical personnel to conduct debugging. After many days of debugging, some quality problems with the equipment still could not be solved. The equipment has been unable to be used normally, and the supplier has failed to solve the quality problem, resulting in the demander's failure to put the equipment into production. The buyer therefore applied for an appraisal of whether there were quality problems with the equipment.

The identification expert group discussed and comprehensively analyzed the relevant information, on-site investigation and test data of the "rotary preheating, calcining and cooling kiln" involved in the case, and made the following identification opinions:
1) The processing capacity of the magnesite of the "rotary preheating, calcining and cooling kiln" involved in the case cannot meet the technical requirements of 100 tons/day;
2) The actual power of the "rotary preheating, calcining and cooling kiln" involved in the case does not comply with the technical instructions in Article 13 of Chapter 2, Section 4.1 of the "Technical Agreement" jointly signed by both parties under the condition of normal operation with load.
