was entrusted by a public security bureau to conduct a quality analysis of the "substation equipment" involved in the case. The purpose of the quality appraisal analysis of the substation equipment is as follows:
(1) Whether the equipment, materials and configuration of the "substation equipment" involved in the case meet the contract requirements
(2) analyzes the causes of the power outage accident of the "substation equipment" involved;
(3) analyzes whether the "substation equipment" involved in the case violated national regulations and lowered project quality standards. The
expert team conducted an on-site inspection to investigate the post-accident status of the "substation equipment" involved, and simulated and calculated the causes of the accident. The quality appraisal opinions of the "substation equipment" were:
(1) Some equipment, materials and configurations in the high-voltage distribution facilities of the "substation equipment" involved did not comply with the provisions of the contract;
(2) Due to the lax sealing of the high-voltage switch cabinet involved and the improper configuration of the heating and dehumidification system, condensation inside the cabinet could not be effectively and reliably avoided, and the configuration and installation of the high-voltage switch cabinet did not meet standards, which ultimately led to the occurrence of a power outage accident for the "substation equipment" involved;
(3) The "substation equipment" involved did not meet the requirements of the contract and standards, and the quality of the product was reduced.
